SINGAPORE: Members of Parliament rose in support of budgets that will draw an unprecedented S$21 billion from Singapore’s past reserves, even as some called for prudence in marshalling the nation’s financial resources. Singapore could roll out support measures in quick succession amid the COVID-19 outbreak due to the foresight and diligence of earlier generations, who built up the reserves, said several of the MPs who spoke in the debate following Deputy Prime Minister Heng Swee Keat’s announcement of the Solidarity Budget. Including the S$5.1 billion package unveiled on Monday, the Singapore’s Government’s response to COVID-19 will cost S$59.9 billion or about 12 per cent of GDP – which Mr Heng called an “unprecedented budget, for extraordinary times". Hastings District Council boosts financial support for Horse of the Year
The country's largest equestrian show has been given a ratepayer-funded financial boost after Hastings district councillors decided its contribution to the region's economy justified further support. The council is one of three shareholders in the company that runs Horse of the Year, an annual gathering that attracting about 2000 horses and 80,000 attendees. Many participants come from outside Hawke's Bay, and the show injects an estimated $12 million into the Hawke's Bay economy. The event staging company, Horse of the Year Hawkes' Bay, has had a chequered financial history over recent years, ranging from a $245,000 profit in 2012 to a $170,000 loss this year. An independent review of the business carried out after this year's loss concluded the company was undercapitalised. It said the council's annual contribution – which doubled last year to $70,000 – remained well below the ratio of support given to comparable events in other cities. At a meeting on Tuesday the … [Read more...] about Hastings District Council boosts financial support for Horse of the Year

What afforded the coronavirus its Hai Duong foothold
Northern Hai Duong Province, currently Vietnam’s biggest coronavirus hotspot with 684 cases, was the epicenter of a new Covid-19 wave that has swept 13 cities and provinces since Jan. 28. Over a month later, Hai Duong is still detecting new transmissions every day, though the number of infections has markedly dropped since the province entered a 15-day social distancing period starting Feb. 16. Tran Dac Phu, an advisor to Vietnam Public Health Emergency Operations Center (EOC) and former head of the General Department of Preventive Medicine under the Ministry of Health, on Tuesday said while Hai Duong has done its best to fight Covid-19 outbreaks, several challenges have caused infections to persevere in the province.
