Ed Miliband has announced that Labour has a "new agenda", a new central big idea that will drive its economic message in the runup to the next general election. It may not have the snappiest name, but the idea of predistribution is a potentially powerful one. Much will depend on the directions in which it is developed, and whether Labour embraces a weak or a radical version of the politics of predistribution. The core meaning of predistribution is simple to grasp. As the term's progenitor, Yale political scientist Jacob Hacker puts it, the aim of predistribution is "to focus on market reforms that encourage a more equal distribution of economic power and rewards even before government collects taxes or pays out benefits". RBS is set to shut a total of 216 branches in a bid to cut costs as more customers move online and away from face-to-face banking - leaving hundreds without jobs. Here's the latest on the closures and a list of the branches affected. How many jobs will be lost? The Royal Bank of Scotland, which is still 72 per cent owned by the taxpayer, initially said 162 branches would close, adding that 792 jobs will be lost as a result of the branch closures. But on September 5, 2018, it announced it would close a further 54 branches in January 2019, axing a further 258 jobs and leaving just 54 RBS banks open in England and Wales. On September 28, 2018, the bank said two of 60 threatened branches in Scotland will remain open. An RBS spokesman said the decision came because a growing number of customers are now using online banking rather than high street branches.He said: "More and more of our customers are choosing to do their everyday banking online or on mobile.
