Joaquin Bernas INQUIRER FILE PHOTO MANILA, Philippines — Joaquin Bernas, the Jesuit priest who helped draft the Constitution after the 1986 Edsa People Power Revolution, died early Saturday morning due to serious heart ailments, leaving behind a legacy of helping the country return to democracy and serving as a beacon of idealism for aspiring lawyers. He was 88. “He was a giant,” Foreign Secretary Teodoro Locsin Jr. said of the country’s most eminent constitutionalist, who was often called upon by the Supreme Court, political leaders, opinion makers, and journalists to help interpret the intention of the framers of the 1987 Constitution whenever its provisions were being challenged. “Fr. Gordon to open probe into LTO’s delayed implementation of motorcycle law
MANILA, Philippines — After the Land Transportation Office (LTO) took a beating at a Senate hearing Thursday, a piqued Senator Richard Gordon said he would call for a blue ribbon investigation into the agency’s failure to enforce a law designed to curb riding-in-tandem killings. “I will now call a formal hearing of the blue ribbon committee motu propio. We will now call you why you should not be charged for malfeasance and nonfeasance,” Gordon, chair of the blue ribbon committee, said. It was Gordon’s other committee, the justice and human rights panel, that conducted Thursday’s hearing into the recent spate of killings in the country. “This is too much. We’re trying to solve the problems of killings,” he added. MANILA, Philippines — Senators Richard Gordon and Ronald “Bato” dela Rosa on Thursday scored Philippine National Police (PNP) chief Gen. Debold Sinas over his absence in a hearing into the spate of killings in the country, making it “appear that he’s too busy” for the Senate. At the beginning of the hearing, which was led by Gordon as chair of the Senate justice and human rights committee, senators were informed that Sinas was not in attendance and that the general’s office did not supposedly respond to the committee’s invitation. Sinas was represented by Police Maj. Gen. Marni Marcos Jr., director of the PNP Investigation and Detective Management. “His (Sinas) office brought down the communication to us that we will be attending this Senate hearing,” Marcos said. Vài ngày trước, khoảng 600 người ở các tỉnh miền Tây đến Vũng Tàu du lịch 2 ngày 3 đêm. Tối 15/7, họ dùng tiệc tại nhà hàng. “Bữa tiệc hải sản có súp trứng cút, mực chiên bột, tôm, gỏi, gà, lẩu cá chẽm… Khoảng 1h sau, tôi bị đau bụng dữ dội và tiêu chảy” , anh Ngô Minh Huy (ở Sóc Trăng) chia sẻ. Đến gần sáng, anh Huy gõ cửa các phòng khác thì ghi nhận tình trạng tương tự nên gọi taxi nhập viện. Những người này được cấp cứu tại Khoa cấp cứu Bệnh viện Lê Lợi, TP Vũng Tàu. Từ đêm cho đến tận sáng sớm, Khoa cấp cứu Bệnh viện Lê Lợi liên tục tiếp nhận bệnh nhân, nằm la liệt trên giường và các ghế bố. Bác sĩ Trần Quốc Bàn, Trưởng khoa nội Bệnh viện Lê Lợi cho biết, bệnh nhân vào viện sớm nhất vào 11h đêm qua và cao điểm vào 7h sáng nay. Những bệnh nhân này đau quặn bụng từng cơn, có lúc nôn ói, được truyền dịch, uống thuốc giảm đau, men tiêu hóa. Thống kê sơ bộ của bệnh viện, có trên 100 người bị ngộ độc đến điều trị.
