A flourishing black market trade in new and recycled toll tickets helps drivers going to and leaving from the Noi Bai International Airport in Hanoi pay cheaper toll fees than the official rate. Around 20 dealers wait at the airportâ€™s car parking area to sell drivers tickets required to pass the Bac Thang Long-Noi Bai toll station seven kilometers away. The airport is one of the biggest markets for illegal toll ticket dealers in Hanoi. They will first negotiate the price with drivers and with a quick glance around, slip them the toll tickets. Roughly 50 tickets are sold every 20 minutes. A bus driver who often picks up and drops tourists at the airport, recommends to the drivers that they negotiate the price with three or four dealers at a time. â€œThe competition between them will drag the price down,â€ he says. The General Department of Taxation under the Finance Ministry in 2003 ordered the collection of toll fees for national highways. Toll tickets were to be sold at fixed prices by authorized toll stations. Ticket prices varied depending on the size and carrying capacity of the vehicle.
